The Fetakgomo Tubatse Local Municipality (hereafter refers FTLM) commonly known as LIM 476 government municipality was established as a sequel to the amalgamation of the former Fetakgomo Tubatse Local Municipality. This municipality, Lim 476 is a Category B municipality established in terms of the provisions of the “Notice in terms of s12 of the Local Government: Municipal Structures Act, 1998 (Act 117 of 1998): Disestablishment of Existing Municipalities and Establishment of New Municipalities”, dated 22 July 2016. The municipal boundaries have been determined in the Demarcation Notice published in Gazette no. 2629 dated 11 November 2015. The FTLM is located within the Sekhukhune District Municipality (SDM) of the Limpopo Province. In its ‘State of Local Government in South Africa: Overview Repor’t, the Department of Cooperative Governance (CoG) (2009:22) describes category B4 municipalities as those municipalities which are mainly rural, located in economically depressed areas, consequently having difficulties in attracting and retaining skilled managers/professionals and are struggling from a revenue generation perspective. The political governance of the Municipality is operated on a collective executive system combined with a ward participatory system. According to the Provincial Gazette no 2735 s12 Notice, its short title: “Notice in terms of s12 of the Local Government: Municipal Structures Act, 1998 (Act 117 of 1998): Disestablishment of Existing Municipalities and Establishment of New Municipalities”, dated 22 July 2016, LIM476 government municipality has a total of 39 wards. This result implies we are the third (03) largest municipality in the Limpopo Province in terms of wards after Polokwane with 45 wards and Thulamela with 41 wards. The municipality has a total of 77 councillors. Of these, 39 are ward councillors while 38 were proportionally elected. In addition, there are 12 traditional leaders sitting and/or represented in the Council.

The municipality share borders with Makhuduthamaga Local Municipality in the Sekhukhune District, Lepelle Nkumpi Local Municipality in the Capricorn District Municipality and Thabachweu Local Municipality in the Ehlanzeni District Municipality of the Mpumalanga Province and Maruleng Local Municipality in Mopani District. According to the recent official demographic survey results (2016), LIM 476 has a total population of 490 381 people (Statistics South Africa Community Survey, 2016). There is overwhelming strong statistical evidence that our population is growing at an exponential rate. There are more females 251 923 (51%) than males 238 458 (49%) in our population pyramid. This result presents an analogous situation elsewhere in the Republic of South Africa (RSA), which country has, by and large, more female concentration in her national population pyramid. Of the 490 381 total population, 223 214 are young people. The youth represents 46% of our population.
