Speaker

A Municipal council elects its speaker from among the councilors at its first sitting after elections or when it is necessary to fill a vacancy.

Responsibilities of the Speaker:

  • Presiding at meetings of the Council.
  • Performing duties and exercising the powers to delegate in interms of Section 59 of the Local Government; Municipal Systems Act, 2000 (Act 32 of 2000) [Par. (b), amended by s. 14 (a) of Act of 2002]
  • Ensuring that the Council meets at least quarterly.
  • Ensuring compliance in the Council and Council committees with the code of conduct set in schedule 1 to the Local Government; of the Municipal Act 2000 (Act 32 of 2000); and [Par. (e) Amended by s. 14 (b) of Act 51 20002]
